Ignoring the potential efficiencies, was it wrong for governments to put food stamp cash on ATM cards?
I realize for processing reasons it is probably more efficient for government to put food stamp cash on ATM cards rather than the old paper coupons. However, that also removed the shame factor, as food stampers no longer have to hand over the coupons to the disgust of others in line to pay for their shopping carts full of prime food. So would it actually be better to go back to the old paper method, with the ultimate goal of shaming people off the dole? Or am I just whistling past the graveyard, with the thought that the vast majority of people willing to go on the dole don’t care about the shame factor?
I remember one time about 15 years ago when those things first came out, I had been carving trenches down 200-foot storage unit buildings my parents and I had just built for their new business to install French drains. I had stopped by the grocery store, covered with dirt, to pick up some items for dinner when this lady got ahead of me in line and ran that EBT card through the reader with the magnetic strip out of the reader and facing me. They told her it was backward, so she turned it around and ran it through again, the strip still out of the slot but facing the other direction this time.
She turned to me and said “They’re making this so hard these days,” to which I WANTED to reply, “Yeah, digging ditches is hard too, lady.”
She’s complaining about having to go through such hardship just to access MY MONEY on her EBT card. Jeez.
